Four NOR gates are connected as shown in figure. The truth table for the given figure is :

Circuit drawn with four gate symbols each having an OR-type shape with a small circle at the output; inputs A and B at left, output Y at right. A and B both feed the lower-left gate. A also feeds the top gate; B also feeds the bottom gate. The output of the lower-left gate goes to the second input of the top gate and the second input of the bottom gate. The outputs of the top and bottom gates feed the two inputs of the right-hand gate, whose output is Y.
